You need: an Instagram Business account linked to a Facebook page. A personal account cannot be connected.
As with Messenger, there is Easy Setup or the manual dialog Connect Instagram Business Account.

Watch out for the app secret: use the Instagram one for apps with Instagram login, and the Facebook one for apps with Facebook login. Getting this wrong produces a connection that sends but does not receive.
The webhook fields to subscribe are messages and message_reactions — different from the Messenger ones.
